The committee states that although allocation of ₹ 4,860 crore for PMGKY has been made in the first supplementary demand for grants, only ₹ 2,566 crore can be spent on 15.02.2021, with only 52.8% of the funds being utilized. . In addition, there has been a downward revision of the allocation of Rs 2,600 crore at RE stage for this scheme. In addition to this, the report said that Rs 1,000 crore has been allocated for the Atmanbir Bharat Rojgar Yojana (ABY) at RE stage.
While ₹ 1,000 crore was allocated for the ABRY scheme in 2020–2021 at the time of the second supplementary demand for the grant, the use of the funds was at “zero due to non-proliferation of funds”.
The report said that the ministry has not used the money in a uniform manner in the four quarters of the current financial year.
“The committee also observes that the gross shortage of funds has affected the performance of some schemes, defeating the laudable intent of these schemes in benefiting the target group. Therefore, the committee requests the Ministry to improve the implementation machinery and work towards bringing more efficiency, especially during these critical times. (Sic)
The panel said it was ‘concerned’ that the ministry was not able to meet the material targets in several major schemes. The main reason was epidemic. While some schemes, like coaching-cum-mentoring centers for SC / STs, had achieved the target, others, such as training centers for working children and Pradhan Mantri Shram Yogi Man-Dhan Yojana, which received 1.20 lakh nominations .
