Aadhaar is not mandatory for Life Motivation, Sands App, Attendance System

The Digital Life Certificate for Pensioners Scheme was introduced to address the crises that faced the pensioners as they were required to appear before the pension disbursing agency.

Aadhaar is no longer mandatory for pensioners to obtain a digital life certificate, Jeevan Prerna, which, according to the new rule notified by the government, is required to take pension.

The government has also made Aadhaar verification for Aadhaar instant messaging solution ‘Sands’ the attendance management in public offices under the Aadhaar Authentication for Voluntary and Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020.

“Aadhaar in Jeevan Pramaan is on a voluntary basis and user organizations will provide alternative means of presenting Jeevan certificate. The NIC will comply with the provisions of the Aadhaar Act 2016, Aadhaar Regulation 2016 and O.Ms (official memorandum), circulars and guidelines issued from time to time by UIDAI, ”a notification by the Ministry of Electronics and IT said on 18 March.

The Digital Life Certificate for Pensioners Scheme was introduced to address the crises that pensioners faced as they were required to appear before the pension disbursing agency or had a life certificate issued by the authority, Where they previously served and distributed to the distribution agency.

The digital life certificate helped the pensioners to physically visit the organization concerned.

However, many pensioners complained of problems in getting pension due to not getting Aadhaar card or unable to read their fingerprints.

While some government organizations provided an alternative way of issuing pensions in 2018, a notification has been issued to make Aadhaar voluntary for digital life certificates.

In addition, the Ministry of Electronics and IT has made Aadhaar optional for users of the Sands app, an instant messaging solution developed by the National Informatics Center.

“Aadhaar authentication in Sands is on a voluntary basis and user organizations will provide alternative means of verification. O provisions of NIC Aadhaar Act 2016, Aadhaar Regulation 2016 and issued by UIDAI from time to time. M., will comply with the circulars and guidelines, ”a separate notification said on 18 March.

Developed under the name Project Instant Messaging System, the app is used within public departments.

Concept proof for the app is done by over 150 organizations including Niti Aayog, MeitY, CBI, MEA, Indian Railways, Indian Navy, Indian Army, National Security Council Secretariat (NSCS), Intelligence Bureau, Border Force, Central Reserve Police . Force, Department of Telecommunications, Ministry of Home Affairs etc.

The government’s plan is to make Sands available to the general public as well.

Aadhaar authentication has been made voluntary for biometrics attendance systems used in government offices through another notification on 18 March.

The notification states, “Aadhaar authentication in AEBAS is on a voluntary basis and user organizations will provide alternative means of presence.”
