In fact, if more than two words are needed to explain a rule, it is a dumb rule, and it should not exist anyway.
If MLB wants to find ways to speed up the game, there are ways to do it that are not about gifting a free runner on second base.
Until they figure out what they are doing, however, this is what fans are stuck with.
