  • Gay Sex in Singapore: Sex Between Men Decriminalised in Island Nation by Repealing Colonial-Era Law

Kuala Lumpur, August 21: Singapore announced Sunday it will decriminalise sex between men by repealing a colonial-era law while protecting the city-state’s traditional norms and its definition of marriage. During his speech at the annual National Day Rally, Prime Minister Lee Hsien Loong said he believed it is the “right thing to do now” as most Singaporeans will now accept it.

“Private sexual behavior between consenting adults does not raise any law and order issue. There is no justification to prosecute people for it nor to make it a crime,” Lee said. “This will bring the law into line with current social mores and I hope provide some relief to gay Singaporeans.”

Lee vowed the repeal will be limited and not shake Singapore’s traditional family and societal norms including how marriage is defined, what children are taught in schools, what is shown on television and general public conduct. He said the government will amend the constitution to ensure that there can be no constitutional challenge to allow same-sex marriage. Monkeypox Link with Gay Sex? WHO Dismisses Hoax That Mysterious Virus Linked To Homosexuality, Says ‘Anyone Can Be At Risk’.

“Even as we repeal Section 377A, we will uphold and safeguard the institution of marriage,” Lee said. “We have to amend the Constitution to protect it. And we will do so. This will help us repeal Section 377A in a controlled and careful way.”

Section 377A of the Penal Code was introduced under British colonial rule in the 1930s. British rule over the island ended in 1963 when Singapore became a state of Malaysia. It became independent two years later but retained the Penal Code, which made sex between men punishable by up to two years in jail.

Since 2007 when Parliament last debated whether to repeal Section 377A, its position was to keep the law but not enforce it. But gay men say the law hangs over their heads and discriminates against them. Thousands of activists annually stage a rally in the city-state known as the “Pink Dot” in support of the LGBTQ community.

Lee said he hopes the government’s move will help reconcile and accommodate both the concerns of conservative religious groups and the desires of gay Singaporeans to be respected and accepted. “All groups should exercise restraint, because that is the only way we can move forward as a nation together,” he said. “I hope the new balance will enable Singapore to remain a tolerant and inclusive society for many years to come.”

One of Lee’s nephews, Li Huanwu, is gay. The son of Lee’s estranged younger brother Lee Hsien Yang married his partner in South Africa in 2019. Li Huanwu has attended Pink Dot events with his partner and parents. Other former British colonies still retain similar laws that criminalize sex between men, including neighboring Malaysia where a former deputy premier was jailed twice for sodomy. He was sentenced in 2000 and again in 2014, in cases that critics say were politically motivated.

In 2018, India decriminalized gay sex after its Supreme Court in a historic ruling struck down Section 377 that punished gay sex by up to 10 years in prison. Some Asian countries have also moved to legalize gay marriage, with Taiwan as the first in 2019. Thailand also recently approved plans allowing same-sex unions.

  • Cryptocurrency Crash: Singapore Government Reportedly Plans Tougher Restrictions Amid Crypto Meltdown

Singapore/New Delhi: The Singapore government is planning to introduce additional tough measures to safeguard consumers from the crypto meltdown, including restrictions on retail trading. Tharman Shanmugaratnam, Senior Minister and Minister in Charge of the Monetary Authority of Singapore (MAS), said that the recent market conditions clearly demonstrate the risks with prices of several cryptocurrencies dipping significantly, reports ZDNet. Cryptocurrency prices in India today (05 Jul 2022).

The country, known for a crypto-friendly atmosphere, is now mulling over additional rules in cryptocurrency trading “necessary to safeguard the general public”.

“MAS has been carefully considering the introduction of additional consumer protection safeguards. These may include placing limits on retail participation and rules on the use of leverage when transacting in cryptocurrencies,” Shanmugaratnam said in a written response to a parliamentary question.

The Singapore authority in January this year restricted the marketing and advertising of cryptocurrency services in public places. Since then, crypto providers have removed cryptocurrency ATMs and advertisements from public areas and public transport venues.

The European Union last week reached a provisional agreement on cryptocurrency regulations that aimed to “protect investors and preserve financial stability”. MAS in May announced plans to pilot use cases of asset tokenisation and assess the feasibility of autonomous trading powered by Blockchain technology.

In India, the Reserve Bank of India (RBI) last week slammed unbacked crypto assets (such as Bitcoin), stablecoins and decentralised finance (DeFi) and crypto asset trading platforms, underscoring the need for regulatory guardrails to ensure financial stability and consumer and investor protection.

In its annual “Financial Stability Report” (FSR) 2022, India’s central bank and regulatory body said that the early ramifications are reflected in the crypto ecosystem with one stablecoin losing almost all its value and another depegging from the US dollar.

It referred to the collapse of TerraUSD and Luna cryptocurrencies that threw many investors into a panic in May. In a crash, the once bullish TerraUSD and sister coin Luna had lost almost all their value, sending shock waves across the world. RBI Governor Shaktikanta Das said that cryptocurrencies are a clear danger to the financial systems, adding that the world must be mindful of the emerging risks on the horizon.

  • Singapore Cryptocurrency Guidelines: Government Bans Crypto Players From Promoting DPT Services via Ads

Singapore, January 18: After India, Singapore has now warned cryptocurrency and digital token providers not to promote or advertise their digital tokens via various media platforms to the general public. In new guidelines, the Monetary Authority of Singapore (MAS) said that digital payment token (DPT or more commonly known as cryptocurrency) service providers should not promote their DPT services to the general public in Singapore.

The new guidelines also apply to banks and payment institutions that offer such services. These will further be expanded to include the transfer of cryptocurrencies and provision of wallet services. Singapore: Indian-Origin Cryptocurrency Investor Metakovan Buys USD 69.3 Million Artwork by Digital Artist Beeple.

“The trading of cryptocurrencies is highly risky and not suitable for the general public. DPT service providers should therefore not portray the trading of DPTs in a manner that trivialises the high risks of trading in DPTs, nor engage in marketing activities that target the general public,” said Loo Siew Yee, MAS Assistant Managing Director (Policy, Payments and Financial Crime).

DPT service providers include payment institutions, banks and other financial institutions, as well as applicants under the Payment Services Act (PS Act). The authority warned that trading cryptocurrencies is “highly risky” and not suitable for the general public, as the prices of crypto are subject to sharp speculative swings.

“MAS has observed that some DPT service providers have been actively promoting their services through online and physical advertisements or through the provision of physical automated teller machines (ATM) in public areas. This could encourage consumers to trade DPTs on impulse, without fully understanding the attendant risks,” the authority said in a statement late on Monday.

The new guidelines clarify that DPT service providers should not engage in marketing or advertising of DPT services via all kinds of advertisements, across the media as well as social media influencers. The Indian government in November last year raised concerns over crypto ads promising wild returns.

Indian crypto players bombarded the public with advertisements across platforms — doubling down on their marketing spend when the cryptocurrencies are yet to be accepted as legal tender and lack legal framework and regulatory norms in the country.

An advertisement by the Blockchain and Crypto Assets Council (BACC), a part of the Internet and Mobile Association of India (IAMAI) with industry players like CoinSwitch Kuber, CoinDCX, WazirX and Zebpay on board, had claimed that crores of Indians have invested over Rs 6 lakh crore in crypto assets to date.

Meanwhile, the much-awaited ‘Cryptocurrency and Regulation of Official Digital Currency Bill, 2021’, did not make it to the table during the Winter Session of Parliament amid growing concerns over the misuse of digital coins on the Dark Web for terror acts and drugs trafficking by militant organisations, and for money laundering and hawala-based transactions. Prime Minister Narendra Modi had said that all democratic countries need to work together on cryptocurrency and ensure that it does not end up in the wrong hands.
