No decision on National NRIC ’till now’, Center told Rajya Sabha

The Center on Wednesday informed the Rajya Sabha that “so far”, the government had not taken any decision to prepare the National Register of Indian Citizens (NRIC) at the national level.

From December 2019-March 2020, 69 people died in various incidents in protest against the Citizenship Amendment Act (CAA) -National Population Register (NPR) -National Register of Citizens (NRC).

The minister referred to the same position on March 4, 2020 by Binoy Vishwam of the Communist Party of India in response to a question on the nationwide NRC and on March 18, 2020, Tiruchi Siva of the Dravida Munnetra Kazhagam.

However, in the same month in 2020, the Ministry of Home Affairs (MHA) filed an affidavit in the Supreme Court stating that the NRC was “a practice necessary for any sovereign country to identify citizens from non-citizens”.

In 2018, before the passage of CAA, Minister of State for Home Affairs (Minister of State) Hansraj Gangaram Ahir informed the Rajya Sabha that “the Registrar General of Civil Registration made under the Citizenship Act, 1955 as per the provisions contained in Rule 3 of the Citizenship Rules 2003 Establish and maintain a national register of Indian citizens and prepare a population register ”.

On November 16, 2016, former MoS Home Kiren Rijiju said: “The government has approved the preparation of a population register with details of common residents in the country. Preparation of the Population Register is a part of the preparation of the NRIC under the provisions read with the Citizenship Act, 1955 with the Citizenship Rules (2003). “

NPR’s link with NRC and yet implementation of CAA, 2019 has been opposed by many states and civil society groups.

Although the government is now denying that NRC is on the cards, the citizenship rules enacted in the year 2003 say that NPR is the first step towards compilation of NRC. NPR was first collected in 2010 and then updated in 2015; It already has a database of 119 crore residents. The rules have not been amended or scrapped.

The CAA passed by Parliament on December 11, 2019 grants citizenship on the basis of religion to the six undivided communities of Pakistan, Afghanistan and Bangladesh, who entered India on or before 31 December 2014. CAA and then there are apprehensions and fears. The nationwide NRC would benefit non-Muslims excluded from the proposed citizens’ register, while excluded Muslims would have to prove their citizenship.

An NRC has been compiled in the state of Assam on the directions of the Supreme Court and out of 3.29 crore applicants in Assam, over 19 lakhs were excluded from the final register.
