Kalyan Karnataka: Fund release and expenditure remain low

Despite the substantial allocation to the state’s most backward region, the Kalyan Karnataka region, the release and expenditure has not been up to this mark since the grant of special state status to six districts in the region under Article 371 (j) in 2013-2014. .

In terms of allocation of funds available by the state government as well as through the Member of Parliament Local Area Development Scheme (MPLADS), actual expenditure has remained low, data compiled in the Economic Survey 2021 show.

The six backward districts – Bidar, Yadgir, Raichur, Koppal, Ballari, and Kalaburagi – are Kalyana Karnataka, part of the erstwhile Hyderabad Karnataka region. The region’s elected representatives often raise the issue of poor allocation or spending in the region.

On January 15, 2021, the funds released to MPs under MPLADS amounted to ₹ 75 crores, with actual expenditure of ₹ 28.06 crores. Similarly, allocation of funds from the area to the Rajya Sabha members was an important 111 crore and expenditure.588.58 crore. In terms of financial and material progress from the funds released by the state between 2013-14 and 2020-21 (till November), the total has been 79 6,079 crore against the total allocation of ₹ 7,385 crore for the development of the area. About ₹ 5,037 crore has been spent. As against the sanctioned 29,715 works, 24,721 works have been completed.

Poor use

Affected by the 2020–21 epidemic, and especially when thousands of migrants from the region returned to their villages, the usage was very poor. As against ₹ 1,131 crore was allocated, around had 282 crore was released while expenditure was approximately 55 553.45 crore. During this period, out of 5,422 sanctioned works, 2,970 works were completed.

Except for 2018-19, when a full allocation of ₹ 1,000 crore was released, no other financial year saw full release as per allocation. In 2019-20, an amount of ₹ 1,125 crore was released against the allocation of ₹ 1,500 crore, against the expenditure of ₹ 1,245 crore.

The former minister and JD (S) MLA from Bidar Dakshin Bandepa Kashampur discontinued the current model for Kalyan Karnataka development. “There is a need for focused investment on education, health, irrigation and infrastructure development. However, what has happened is that the fund allocation is spread across all sectors, with the result that all receive small funds. ”

Although, funding for buildings and roads comes from other allocations, funds reserved for Kalyan Karnataka development are also spent on the same. “There is no focus and at this rate we will not develop even after 20 years.”

The Economic Survey, which compiled the data, pointed out that intensive efforts are needed to bridge the development gap and achieve equal distribution of profits from development in the regions. It also noted, however, that there is a need to focus on education, health, nutrition and skill development along with the development of agricultural and non-agricultural activities. The formation and effective implementation of development programs to suit the needs of the region is essential to meet the challenges of the region.
